UK ISAR National Coordinator Russ Gauden and Deputy Coordinator Lee Ivory delivered targeted crisis management tabletop exercises focused on flooding and earthquake response, with additional emphasis on the effective use of spontaneous volunteers to support response and recovery.

The Rhodes Crisis Preparedness Pilot Project demonstrated the value of applying UK expertise in crisis prevention, emergency response, and sustainable transition to strengthen local resilience and UK–Greece bilateral ties. Key outcomes included showcasing UK strengths in emergency interoperability, particularly through JESIP principles and whole-community response models; strengthening diplomatic goodwill following UK support during the 2023 Rhodes wildfires, acknowledged by the Greek Minister for Civil Protection and Climate Crisis; and supporting Greek national resilience through workshops that influenced local and national thinking on crisis preparedness.
The project also created strategic collaboration opportunities across Embassy teams, aligned with the UK-Greece Strategic Bilateral Framework and Country Plan, and encouraged further operational cooperation, including interest from Rhodes Fire Service in UK interoperability tools to support a potential Mutual Fire Fighting Cooperation Agreement. Operationally, plans for a 24/7 municipal crisis coordination centre and digital response platform offer opportunities for bilateral exchange and UK commercial involvement. The inclusion of a community resilience focus, endorsed by the UK Cabinet Office, strengthened engagement with civil society and private sector stakeholders. Overall, the pilot established a scalable cooperation model that can be replicated in other regions of UK consular interest.
