Across February and March 2026, Merseyside Fire & Rescue Service Training & Development Academy hosted a series of specialist international training programmes delivered by UK ISAR, welcoming representatives from the State Emergency Service of Ukraine.


The programme focused on strengthening urban search and rescue capability while reinforcing international cooperation at a time when operational demands in Ukraine remain exceptionally high. It was practical, intensive training designed for real-world application rather than theory.
During their time in Merseyside, Ukrainian delegates completed International Timber Shoring courses, developing the skills required to stabilise damaged structures in complex disaster environments. Training scenarios included the construction of window and door shores, vertical and horizontal systems, and more advanced techniques such as raker shores and lace post configurations. Delegates also worked through bespoke structural collapse scenarios and undertook exercises in flooded conditions, broadening their capability in challenging and unpredictable environments.
All training was delivered in line with INSARAG methodology, ensuring alignment with global standards and supporting seamless interoperability between international response teams. In advance of the practical elements, Ukrainian personnel engaged in preparatory activity to maximise the impact of the programme, reflecting a continued commitment to maintaining high professional standards despite ongoing operational pressures.
Alongside the technical training, Ukrainian representatives also attended a USAR Coordination Cell course. This element of the programme focused on the coordination and management of international search and rescue operations during large-scale incidents. Through a blend of theory and realistic scenarios, delegates developed their understanding of how international teams are received, deployed and managed during complex emergencies. This included coordination structures, communication systems, and participation in multi-agency meetings, as well as the delivery of operational updates within internationally recognised frameworks.
The programme also explored the International Coordination and Management System, providing valuable insight into how different nations integrate effectively during major incidents. This aspect of the training is critical in ensuring that multinational response efforts are efficient, coordinated and ultimately effective in saving lives.
The participation of Ukrainian emergency responders highlights the importance of strong international partnerships. These training activities not only enhance technical capability but also build the relationships and shared understanding required for effective collaboration during real-world incidents.
